I have the honour to acknowledge the

receipt of Mr. Ormsby-Gore's despatch No.10 of the 19th

of January, 1938, regarding the nationality of Mr. Ahlow

Lowing, and to attach herewith two statutory declarations,

one by Tsang Koon Tse, mother of Mr. Lowing, and the other

by Chung Fuk who knows the family.

The facts contained in these two declarations

have been confirmed. In the second paragraph of the

despatch the step-father of Mr. Lowing is called Chow King,

and is said to have been a member of the Hong Kong Police

Force. Records in the Police Department confirm that the

second husband of Tsang Koon Tse, called Tsau Hing joined

the Police Force on the 11th of October, 1887, and retired

on pension on the 11th of October, 1907. I am satisfied

that the apparent discrepancy in the spelling of the

names is merely a variant in the romanization of identical

Chinese characters and does not detract from the value

of the declarations.

In the course of the investigations Tsang

Koon Tse produced letters and two postmarked envelopes from Eva Lowing and A. Lowing, Poplar, England, to Chau

Tai Tai, daughter of the declarant Tsang Koon Tse,
